One million young people are now out of education, employment or training, while around 640,000 18-to-24-year-olds are receiving out-of-work benefits. As the Milburn Review has highlighted, this is both an urgent and longstanding challenge.

And what needs to change – in schools, skills, the labour market and the welfare system – to ensure every young person has a route into a secure and fulfilling career?
